Community choice aggregation (CCA), also known as municipal aggregation, is a program that allows local governments to procure power on behalf of their residents, businesses, and municipal accounts from an alternative supplier while still receiving transmission and distribution service from their existing utility. The first CCA in California, Marin Clean Energy (MCE), was formed in 2010, and since then 18 additional CCAs have formed around the State and in total, are serving over 25% of customers previously served the three major investor owned utilities (IOU).
